Annual Meeting

At San Bernard Electric Cooperative, your voice matters. For more than 85 years, we've been owned and governed by members like you. Your vote in our annual SBEC Board of Directors election is your voice in your cooperative, a chance to weigh in on leaders who will represent you and your community's best interests. 

 

The Annual Meeting is one of the many benefits of being a member of San Bernard Electric Cooperative. The meeting, held each year in May, offers members the opportunity to meet the Board of Directors, the Chief Executive Officer, and the cooperative staff. Members at a traditional Annual Meeting also receive a yearly report and financial standing of the cooperative, elect directors, and attend to any additional business that may come before the membership.

Three of the nine seats on San Bernard Electric’s Board of Directors are up for election every three years. Districts 1, 8 And 9 will be up for election in 2026.

During contested Board elections, co-op members can vote for directors in all districts. The districts in the co-op’s service area were drawn along SBEC’s service area boundary and county lines. The nine districts are represented by one director based on, among other things, the number of meters in each district.

For the 2026 Annual Meeting, Districts 1, 8 and 9 will be on the ballot.

In District 1, incumbent Lori Walker is running unopposed.
In District 9, incumbent Hunter Johnson is also running unopposed.
District 8 will be a contested race with incumbent, Colt Haack,  and challenger, Marie Herndon, appearing on the ballot.

District 1, Lori Walker

Bio


 Lori Walker has been a Waller County resident for more than 30 years, Lori is a mother, businesswoman, world‑champion horse breeder, and active supporter of local agriculture. Raised in Beaumont, she learned budgeting, financing, and a strong work ethic working in her family business. Lori graduated from Kelly High School and attended Lamar University. She and her daughters, MaClay and Skylor—both Texas A&M Aggies—spent years showing horses together; Lori owns Skymac Ranch, named for her daughters. In addition to serving on the San Bernard Electric board, she supports local scholarships, youth programs, and horse donations. With her daughters grown, Lori is committed to devoting her time and energy to serving District 1 and all San Bernard EC members in the community she loves.

District 8 Incumbent, Colt Haack

District 8 Candidate Questions: 

1.Professional Background: With over 30 years of experience as a self-employed business professional, I have served as an owner and broker with Coldwell Banker Properties Unlimited in Waller, developing extensive expertise in leadership and operations. In addition, my role as past president of the Waller Sports Association Board of Directors reflects my strong commitment to community service and organizational leadership. Together, these experiences have prepared me to effectively contribute to the work of the SBEC Board.

2. Why I am Running: I have been deeply dedicated to my role on the SBEC Board of Directors for the past 12 years, consistently working hard to serve its members with integrity and commitment. Through my experience and continued involvement, I have developed a strong understanding of the cooperative and its responsibilities. I am seeking this position to continue serving the members and to build upon the work we have accomplished together.

3.Commitment to the Cooperative: I believe the most important responsibility in serving the members of SBEC is to act with integrity while consistently prioritizing their needs and best interests. Throughout my service, I have worked diligently to represent members effectively and ensure their voices are heard in decision-making processes. My commitment to this mission is reflected in my continued efforts and the trust placed in me by the community.

4. Community Involvement: I have been actively involved in my community for many years, including serving as past president of the Waller Sports Association. My lifetime of community involvement reflects a strong commitment to supporting local organizations and contributing to the well-being of those around me. Through these efforts, I have built meaningful relationships and a deep understanding of community needs.

5.Strengths and Qualifications: I bring strong leadership skills and the ability to work effectively with others, supported by my commitment to ongoing education and professional development. I have completed numerous training courses and achieved the Director Gold credential, the highest level of certification available to cooperative directors. These experiences have equipped me with the knowledge and perspective necessary to make informed decisions and serve effectively.

6.Goals for the Future: My primary goal is to ensure that SBEC continues to meet the needs of its members while supporting the growth occurring throughout the service territory. I am committed to helping guide responsible development, maintaining reliable service, and planning for the future in a way that benefits all members. Through thoughtful leadership, I aim to support continued progress and stability for the cooperative.


7. Additional Comments: In recognition of my service, I was honored with a lifetime membership from the Texas Rural Electric Women’s Association and received their “Person of The Year” award. This acknowledgment reflects my long-standing dedication to supporting cooperative values and the communities they serve. As well, the Board of SBEC personally elected me as a Board of Directors of the San Miguel Electric Cooperative Inc. I remain committed to continuing this work with integrity and purpose.

District 8, Marie Herndon

District 8 Candidate Questions: 

1. Professional Background: My many and varied work experiences, as listed above, all required leadership skills, cooperatively working with others, goal setting, meeting deadlines, analyzing data, and budgeting. My professional background includes: 

Teacher, Counselor, Dean, Grade-Level Principal, Title I Coordinator, Gifted & Magnet Coordinator, Title IV-A Coordinator. Los Angeles County Deputy Probation Officer, Travel Agent, Property Manager, and Licensed Realtor.

2.  Why I Am Running:   I am running for the District 8 Board position because I shall be an asset to San Bernard Electric Cooperative, based on my professional work experiences, ability, and my desire to diligently work with the other SBEC Board members on behalf of our cooperative.

3. Commitment to the Cooperative:  I believe the most important service to our cooperative members is specifically stated in  our bylaws; and, that is to provide continuous, safe, low-cost electricity to our members.

4. Community Involvement:   My community involvement and volunteer services include the following:   having served on the Prairie View City Council for fourteen (14) consecutive years;  having been both a member and president of the Prairie View Economic Development Corporation 4B; being a member of the Waller County Economic Development Partnership; being a member of Citizens for a Better Waller County;  serving as a board member for Court Appointed Special  Advocates (CASA) for neglected or abused children;  participated  in several city-wide clean-up activities; served as an Assistant Girl Scout Troop Leader;   served as a city representative on the Houston Galveston Area Council (HGAC)—a voluntary association of local governments in the Houston-Galveston region that address common regional issues;  one of two people assigned to organize, supervise and be for the health and safety of 250 evacuees during Hurricane Katrina; served as a Board Member on the Waller County Sub-Regional Planning Commission, which functioned to protect the county’s tax base, infrastructure, and agricultural interests;    volunteered to be the lead to supervise the design and construction of both the City of Prairie View’s  first city sign and first city park.

5.  Strengths and Qualifications:  My strengths are my integrity, work ethics,  effective communication skills, ability to analyze situations, decision making; and, my financial/budgeting experiences.   Like San Bernard Electric Cooperative, having been involved with our cooperative since being  born at the Prairie View University Hospital only seven years after San Bernard Cooperative was started, I have seen and have a vested interest in our cooperative’s growth,  development, and strong  commitment to member services and interests.  My qualifications:  In addition to meeting the qualifications specified in our cooperative bylaws, I have extensive financing and budgeting experience, use of communication skills, and leadership abilities.  

6.  Goals for the Future: My future goals for San Bernard Electric Cooperative include maintaining electricity costs as low as possible while meeting the current massive population growth in both our residential and industrial service areas.  The population surge has presented the need to set and  establish cooperative goals that meet infrastructure needs to ensure our members continue to receive dependable electricity service, especially during this population expansion and weather challenges.  

 7.  Additional Comments:  Being a “team player,” I look forward to joining the seated board members to use my professional work experiences to enhance the continued efficiency and  growth of San Bernard Electric Cooperative, while maintaining an open line of communication with members.

District 9, Hunter Johnson

Hunter Johnson

Bio


Hunter Johnson of Hockley, Texas, has lived in Waller County for more than 40 years and currently lives in Hockley with his wife, Maria, and their sons, Parker and Carter. An active member of Second Baptist Church in Cypress, Hunter and his family are deeply involved in their local community. After 30+ years in customer service and the entertainment industry, he transitioned to Farm & Ranch real estate, helping clients with land sales, acquisitions, and investment opportunities. For the past three years he has represented District 9 on the SBEC Board and is honored to serve and advocate for his community.

Each year San Bernard Electric Cooperative makes available an annual report of our operations to all the cooperative members. You can view the pdf of the reports below. All video reports from 2016 can be found on Vimeo.
